Abstract

The problem of waste is a problem that is often encountered, not only the disposal of liquid waste without a permit, but all forms of waste disposal without a permit can damage the environment. Therefore, it is necessary to enforce the law against perpetrators of waste disposal without a permit. This study aims to find out how the law is enforced against glass craftsmen factories that dispose of glass waste without a permit and what obstacles are faced in law enforcement against glass craftsmen factories that dispose of waste without a permit in Gianyar Regency. This research is a type of empirical legal research that focuses on social facts. The data used in this study is primary data obtained from informants and respondents who are supported by secondary data, which is then analyzed qualitatively. The results of this study indicate that law enforcement against glass craftsmen factories that dispose of glass waste without a permit in Gianyar Regency by the Gianyar Regency Environmental Service is carried out by carrying out joint inspections, providing guidance on waste management, and conducting outreach to the public regarding regulations and sanctions that will be accepted. by waste collectors. However, this law enforcement is still not effective because it is only carried out by carrying out joint inspections, it will be more effective if the Gianyar Regency Environment Agency forms an environmental monitoring team in response to the case of glass waste disposal, especially by glass craftsmen factories in Gianyar Regency. Meanwhile, the obstacles faced in law enforcement are the difficulty of summoning waste disposal actors, low public awareness of the importance of protecting the environment, a bad legal culture, many business actors who do not have business permits, and the lack of public enthusiasm in participating in counseling about the importance of waste management.
