Abstract

This thesis is entitled waste management as an embodiment of the principles of good enviromental governance in Sleman Regency. The purpose of this writing is to find out and understand the implementation of waste management, to know and understand the constraints of the Sleman Regency Government in realizing the principle of good environmental governance in waste management in Sleman Regency. The type of research used in this thesis is normatice legal research, this research uses secondary data where data are obtained form laws and regulations, book, journals, thesis, internet, and interviews. The result of the implementation of waste management to realize the principle of Good Environmental Governance by the Sleman Regency Governance can be said to be not entirely good because there are still unfulfilled principles. The principle that has not been fulfilled is the lack of transparecny towards violators of waste management provisions. Several principles have been fulfilled, namely the principles of community empowerment, decentralization, recognition of community rights and enforcement power. The Sleman Regency Government’s obstacle in realizing the principles of Good Environmental Governance is regarding the transparency of the Sleman Regency Government on the Implementation of the Sleman Regency Regional Number 4 of 2015 concerning the Management of Household Waste and Type of Household Waste. The Sleman Regency Government is also constrained by not having its own Final Disposal site. Another obstacle faced by the Sleman Regency Government is the lack of communication beetwen the executive and the legislature in waste management.
