Abstract

Crime not only occurs in ordinary people but also occurs in people with disabilities. Children with disabilities are a vulnerable group to be victims of sexual, physical and psychological violence. Children with disabilities have the right to special protection from discrimination, abuse, exploitation, and sexual violence and crime. The purpose of this legal reseacrh was to find out and analyze the reasons for the discrepancy between the rule of law and its practice regarding legal protection of children with disabilities victims of sexual abuse. The method used in this legal reseach is empirical research where data sources are obtained from interviews, statutary regulations, books, journals and the internet. The conclusion of this legal research is because the existence of obstacles such as individual, family, environmental or community, infrastructure or facilities, and regulatory barriers cause a mismatch between the protection of children with disabilities victims of sexual abuse and the rule of law. The sugestions that can be given in this legal reseacrh are the provision of facilities in the community and judicial environment, and provide an understanding of the protection of children with disabilities in parents and the community.
