Abstract
Balikpapan Bay is located in Balikpapan City, East Kalimantan province, Indonesia, which is the location of an oil spill from a pipeline leak owned by PT. Balikpapan. Pertamina. This happened because the panamanian ever judger ship lowered anchor just above the pipe owned by PT. Pertamina then causes marine pollution. The conclusion from the description above is the Balikpapan City Environmental Agency, Balikpapan City Government and PT. Pertamina as the responsible party has made several efforts to control pollution due to the oil spill in Balikpapan Bay and is responsible to the affected communities. The research method used is empirical legal research, research is carried out directly to respondents and / or resource persons to obtain primary data and secondary data consisting of primary legal materials and secondary legal materials.
