Abstract
Water is a natural resource that plays an important role in people's lives. The Tirta Dharma Purabaya Regional Drinking Water Company, Madiun Regency, Dolopo District does not fully provide, manage, sell and distribute clean water evenly, orderly, regularly to meet the needs of the community as stipulated in Article 5 of the Regional Regulation of Madiun Regency No. 2 of 2012 concerning Regional Companies Tirta Dharma Purabaya Drinking Water, Madiun Regency. This research is performed by a normative jurisdical study, using secondary data. The data were processed by qualitative analysis. This study aims to find out the legal protection for water consumers of PDAM Tirta Dharma Purabaya Regency, especially Dolopo Village who do not get the rights that should be accepted as water consumers. The result showed that community rights as consumers basically must be fulfilled by the Tirta Dharma Purabaya Drinking Water Company in accordance with Article 8 of Law No. 8 of 1999 concerning Consumer Protection and Article 5 of Regional Regulation No. 2 of 2012.
