Abstract

As the result of man’s greedy, the numbers of earth pollution increasing rapidly, especially air pollution. Because of it world’s leader tried to work on it, and the result UNFCCC (United Nations Framework Convention on Climate Change) formed at Rio de Janiero, Brazil in 1992. This Convention goal is to reducing the number of emission rate in the air to a level that will not be dangerous for human. Later on regulation to implement the Convention formed in 1992, called Protocol Kyoto. Author sees that many Countries were not doing the implementation of the Protocol how it should be. Author saw that many countries doesn’t assume that the CDM (one of the mechanism for reduce emission on Kyoto Protocol) as the supplement for domestic act. They prioritize CDM for emission reducing because CDM is cheaper than the other mechanism which regulated in Kyoto Protocol 1997. The result of this research it’s proved that many countries don’t see CDM as the supplement mechanism. They implement CDM as the one and only mechanism to achieve the target of this Protocol. Author suggests it is better if there’s a limit for CER that could be bought by countries.
