Abstract

The area of reservoir is the area stated by primary function to protect the eternality of environment. One of the reservoirs area of which gives protection towards its subordinate area is reservoir area outside the forest area. The reservoir outside forest area is mostly functioned as agricultural land of tobacco. Tobacco agriculture of Temanggung Regency is the reliance of economy towards the society of Temanggung Regency, and as the income source towards the Regional Development. The existed problem is how to control environmental destruction and the barriers faced in the execution of controlling. In this research, it used empirical legal research, i.e. a research focused on the behavior of legal society. The methods of data collection were interview, questionnaire, literary study and observation. Meanwhile the result gained from this research is the existence of environmental destruction in reservoir area of Gunung Sumbing slope of which is caused by the existence of tobacco agriculture that does not consider on the policy direction of Regional Government. The conclusion of this research is the controlling has not included entirely, by reason of the barriers of unfulfilled fund on the controlling activity. The suggestion can be conveyed by the author is in order the execution of destruction controlling is keep executed appropriately to the Regional Mid-Term Development Plan of Temanggung Regency.
