Abstract

The Ogan River, which is located in Ogan Komering Ulu district, Baturaja city to be precise, has been polluted for a long time since 2011 due to community activities, which are very high in dumping into the river. Garbage disposal in the Ogan River occurred because the waste management in the Ogan Komering Regency it selft had not been managed properly. In addition to management which is still not well managed, land for final disposal sites is very limited. The purpose of this study was to find out the efforts of monitoring the perpetrators of water pollution in the Ogan River, Komering Ulu Regency and to find out the constraints and solutions of the Baturaja City Enviromental Service in monitoring the perpetrators of water pollution in the Ogan River Ogan Komering Ulu Regency. This type of research findings bby the author, namely the supervision carried out by the Baturaja City Enviromental Service has been going well, but there are several obstacles that occur, including lack of awareness and sensitivity of the surrounding community in dispong of garbage in the space provided. The consclusion from the results of this study is that the Baturaja City Environmental Service has carried out its duties and functions in supervising the Ogan River in Ogan Komering Ulu Regency Well, the supervion carried out is very routine and carried continously every year and is also directly ordered in a direct assigemnt letter by the goverment or the local district head, but because the waste management system in Ogan Regency Komering Ulu is still not enough well, the distance between the final disposal site and the waste center is also relatively far so the time to transport the waste is less effective, besides that the waste transportation facilities are limited and unable to transport all the waste, the resto f the waste in temporary landfills has the potential to become a pile of waste which eventually encourages the local community to dispose of the piled up garbage into the Ogan River which has caused the Ogan River in Ogan Komering Ulu Regency to become polluted. so that these things hinder the Baturaja City Environmental service in carrying out its supervisory funtion.
