Abstract

Ownership of a business license is an urgency for UMKM. This is because the business license is used as an identity as well as a basis for legality for UMKM in carrying out their business activities. The legal writing that was carried out discussed the Implementation of Business Licensing for UMKM in Batu City during the Covid-19 pandemic period, which became the focus of the discussion on how to administer business licensing for UMKM in Batu City during the Covid-19 pandemic and ease of business licensing as well as other conveniences for UMKM in Batu City during the Covid-19 pandemic. Research on legal writing uses empirical legal methods, where in this method it will examine and observe how reactions and interactions occur when a legal norm works in society. Primary data was obtained from the results of interviews with two informants from DPMPST and PLUT in Batu City, as well as the results of interviews with twenty respondents who were UMKM in Batu City who registered permits for their business activities during Covid-19. Secondary data is obtained from books, scientific research results, legal journals, and laws and regulations. Based on the results of the research, it can be seen that the Batu City DPMPSTP has used the OSS RBA system in order to provide business licensing services UMKM. The use of the OSS RBA system in the Batu City DPMPSTP experienced various obstacles and problems including, the lack of expertise of Batu City DPMPTSP employees in operating the OSS RBA system, the servers contained in the OSS RBA system were often down, and errors in determining KBLI. The convenience in terms of business licensing felt by UMKM in Batu City includes easy and fast registration of business permits, registration of business licenses free of charge, and guidance in registering business licenses. Other conveniences experienced by UMKM are obtaining training and assistance from PLUT, obtaining financial assistance from the Government, and waiver of fees for certifying halal products. There are still a number UMKM who do not know and understand the benefits and conveniences they will get if they have obtained a business license. Based on the existing problems, the solution to the problem given is to provide training to DPMPTSP employees of Batu City in operating the OSS RBA system, improve the quality of servers that support the OSS RBA system, and intensify socialization and counseling to UMKM regarding the provisions for determining KBLI, procedures for registering permits business, and the benefits and conveniences obtained by having a business license.
