Abstract

The rapid development of Floating Net Cages and ignoring the carrying capacity and carrying capacity of water bodies has produced excessive organic waste. The impact of excessive organic waste is a decrease in dissolved oxygen and a decrease in Lake Toba water quality. The type of research used is empirical legal research. Empirical legal research is research conducted with a focus on social facts. This research was conducted directly to respondents and / or resource persons to obtain primary data supplemented with secondary data consisting of primary and secondary legal materials. Water pollution due to the use of cages and pellets in the context of fish farming in Lake Toba has been implemented in accordance with Law No. 32 of 2009 concerning Environmental Protection and Management. Prevention, mitigation and recovery efforts have been carried out to restore the water quality of Lake Toba and increase tourism. Control of water pollution due to the use of fish cages and pellets carried out by the Environmental Office of Simalungun Regency has been implemented well but has not been optimal, due to the lack of regulations related to licensing procedures for cultivation using Floating Net Cages in Lake Toba. The Environmental Office of Simalungun Regency cannot grant permits and regulate Floating Net Cages in Lake Toba because there are no technical regulations regarding this. The Environmental Agency can only appeal to the community regarding the arrangement of Floating Net Cages.
