Abstract

In order to improve land registration in Indonesia, the government through the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency issued a national priority program in the form of Complete Systematic Land Registration. This program began to be implemented in all regions of the Republic of Indonesia in 2018. Southeast Maluku Regency has been implementing PTSL since the issuance of the PTSL program in 2018. The implementation of PTSL in Southeast Maluku Regency which was implemented in 2023 is the focus of the author in this research. With this program, it is hoped that people who have not registered their land can register their land and obtain legal certainty over the certificate of land rights owned through the Complete Systematic Land Registration program. The type of method used in this research is empirical research. The results showed that all stages in the implementation of the Complete Systematic Land Registration (PTSL) program in Watngon Village, Letvuan Village, Ngilngof Village and Ibra Village have been carried out correctly and appropriately by the Southeast Maluku Regency Land Office and have realized legal certainty to land rights owners.
