Abstract
Changes in the principle of legality of criminal law are one of the important aspects in efforts to protect victims of crime in the national criminal law reform. The principle of legality, which prioritizes that no act can be punished except based on the provisions of the law, has undergone a transformation to be more responsive to the needs of victims of crime. In this context, criminal law reform aims to balance legal certainty with the protection of victims' rights. Some significant changes include expanding the definition of criminal offenses, regulating victims' rights in the judicial process, and applying the principles of restorative justice. Thus, this reform is expected to be able to provide more comprehensive and humanist justice, as well as increase public confidence in the criminal law system.
