Abstract

The Indonesian government has efforts to achieve its creation good governance by implementing reforms in all forms of government activities, especially in public services that focus on electronic systems. The Temanggung Regency Government, as one of the districts in Central Java province, has implemented an electronic goods/services supply system (e-procurement). Implementation of the system e- procurement It is hoped that it will be the right solution for problems that occur in the process of procuring government goods and services. This type of research uses normative legal research methods, which are based on legal norms. The legal materials used are primary legal materials in the form of statutory regulations and secondary legal materials in the form of expert opinions, books, journals and resource persons, namely the Goods and Services Procurement Work Unit (UKPBJ). Implementation of the Principles of Effectiveness in the Electronic Goods and Services Provision System (E-Procurement) in the Temanggung Regency Government has been implemented since planning and identification of needs were carried out before implementing the activity. Obstacles experienced in implementing effectiveness e-procurement in the Temanggung Regency Government, namely HR (Human Resources) who are the procurement actors. This is because there is a need for certification and must pass a competency exam, however the human resources of procurement actors in the Temanggung Regency Government are still not certified. Efforts that can be made are by holding internal training for Human Resources (HR) of procurement actors, so that they can be certified in accordance with Presidential Regulation Number 12 of 2021 article 74.
