Abstract

The need for a place to live for the community causes changes in the utilisation of agricultural land into non-agricultural land for housing. Klaten is one of the districts included in the designation of the Protected Paddy Fields map. The establishment of the Protected Paddy Field map is one way to maintain food security, but the establishment has an impact on the discrepancy between the establishment of the Protected Paddy Field map and the Klaten District Spatial Plan (RTRW). The purpose of this research is to find out the implementation of the conversion of protected paddy fields for housing development activities in Klaten Regency based on Regional Regulation Number 10 of 2021 concerning the Regional Spatial Plan of Klaten Regency for 2021-2041. The type of research used is empirical legal research, which is conducted focusing on social facts. Non-agricultural land for housing whose zoning is stated in accordance of the Klaten District RTRW but is included in the determination of the LSD map, able to processing the lot splitting after obtaining a land use change recommendation.
