Abstract

Land problems often occur in various parts of Indonesia, one of which is Nagekeo Regency, especially regarding people claiming land in the vicinity. This problem is certainly motivated by the uncertainty of land ownership and the absence of proof of land tenure in the form of certificates obtained through land registration. Many Nagekeo people still have not registered their land. The government then issued the Complete Systematic Land Registration (PTSL) Program which is being implemented throughout Indonesia to overcome existing problems, including in Nagekeo Regency. The problems that will be discussed in this research are: First, how is the implementation of complete systematic land registration (PTSL) in registering property rights to land as an effort to realize orderly land administration in Nagekeo Regency, East Nusa Tenggara Province in 2023. Second, what are the obstacles in the implementation of complete systematic land registration (PTSL) in the registration of property rights to land in Nagekeo Regency, East Nusa Tenggara Province in 2023. This legal research has the aim of knowing the implementation and obstacles of complete systematic land registration (PTSL) in Nagekeo Regency, East Nusa Tenggara Province in 2023. The type of research used is empirical legal research, which is a research that focuses on the study of existing social facts. Based on the results of the study that the Complete Systematic Land Registration (PTSL) activities in 2023 in Tengatiba Village, South Aesesa District in its implementation have been carried out in accordance with the provisions stipulated in Ministerial Regulation Number 6 of 2018 concerning Complete Systematic Land Registration. These activities have realized orderly land administration in Nagekeo Regency in improving the quality of public services in the land sector. From the results obtained in its implementation, there are obstacles passed by the Nagekeo Regency Land Office.
