Abstract

In this reformation era, Indonesian press community can feel proud and encourage after the legalization of Republic Indonesian Law Number 40, 1999 about Press. With this law the role and position of press in this era become stronger. This law strictly organizes the function, obligation, right and the role of press which becomes the ethical or legal references for journalist, so, later in the practical of journalism life freedom of press will not be misused. In fact, we still meet a lot of deviations to ward principle, function, obligation, right and the role of press in journalism life. The implication about those deviations can be seen in many mass media especially criminal tabloid. Impact of this placing of that criminal news is so big in creating the label to children who do the criminal action, because we often see a lot of tabloid which clearly show the identities and the pictures of the doers who can be included as under-age children without hiding their faces. Moreover, those tabloids often use sentences which are not proper and exaggerate it, so it looks more bombastic. This thing surely creates bad effect for those children who do the criminal action and their family as well because of this label and bad stigmatization from society toward those children and their family because of that news. In Law number 23, 2002 about Children Protection in article 64 paragraph 2 letter G, problem about special protection for children who do criminal action is arranged. It says that those children must be given protection from identity notification in mass media to avoid bad label. In this case, children become the news object that causes its label and stigmatization from society to ward children because of the notification. In this problem, printed media must be controlled by an instance who have authority, so that the news which is shown or placed will not create bad effect toward society especially children who will be the support and the next generation of the country who must be protected, constructed and taken care. Here, the role of Press Council needs to be touched to finish this problem. How far the role and responsibility of Press Council as the independent institute which was formed in order to develop the freedom of press and increase the national press life to finish the problem.
