Abstract

Indonesia is well-known as state with abundant deposits of energy and mineral resources including coal. Two of many district with huge coal deposit are Tabalong and Balangan District, South Kalimantan. The main investor in that district is PT Adaro Indonesia with 35.800 Ha of mining area. Every mining activity must have a positif and negatif impact. Base on PT Adaro Indonesia's AMDAL, some of the negatif impact are air quality degradation, land slide, and public health degradation. To reduce the negatif impact, mining company has a obligation to reclamate mining area. The regulation about reclamation responsibility base on Peraturan Menteri ESDM No.18 Tahun 2008, Undang -Undang No.11 Tahun 1967, and Kep. Dirjen Pertambangan Umum No.336.K/271/DDJP/1996. PT Adaro Indonesia itself until 2006 has 476.63 ha reclamation area. Occuding to government evaluation in 2007, the reclamation in PT Adaro Indonesia is good but can be improved in some area like land distribution, erosion control, and revegetation. PT Adaro Indonesia every year makes a reclamation plan and report including reclamation budgeting report to government. Result from field observation show that PT Adaro Indonesia responsibility in reclamation has fulfill the company's responsibility mention in regulation. The result indicates PT Adaro Indonesia's big intention on environment and reclamation of mining area. Field observation also shows that local government only become a administrative observer because according to regulation, the supervisor is state government's responsibility.
