Abstract

Procurement is an activity undertaken by each organization. Ministry of Finance Timor - Leste has implemented e-procurement but there are some problems relating to the project with a value of less than 1 million U.S. Dollar. This research describes a new method to improve the analysis and development of e-procurement in the Ministry of Finance Timor - Leste in designing a secure e-procurement. In addition, it is expected that by e - procurement people are more interested and it can give positive impact on increasing the tender. Tender manually which is below 1 Million U.S. Dolar still faces some problems. The purpose of this research is to propose a new method in expanding and developing e-procurement service quality from manual to electronic effectively and efficiently. E-procurement technology uses COBIT. By this research, the use of e-procurement can provide transparency and efficiency to the Ministry of Finance Timor - Leste and those people who will participate in the tender.
