Abstract

Enforcing fairness of the law, honest, free of corruption, collusion, and nepotism is impossible without the integrities of public officials and law enforcement officers. Good faith and personal righteousness of them, could not be able to definite the rule of law. There are still a gap between knowing the laws, and implementing of the laws. There is not a reason to corrupt. Corruption could not be justified by the laws, morals, ethics and religions. Corruption is an act that against the law and injure the people's justice. Corruption, collusion, and nepotism are an attitude of abuse of power. The public officials and law enforcement officers could not do fairness of the law, accountable and transparent, that was coused a rotten of public integrity. Public integrity as part of a public ethics emphasizes reflective dimension, trying and finding how to get a wise to act and to grow quality public services. Public integrity is the result of the habitus which encourages them to direct their interesting for the people and to grow for quality public services, also to prevent so that the attitude of abuse of power can not be happens. Accountability and transparency are to be functioned as encouragements the transparency of public officials, as well as sharpens in the chain of responsibilities towards the public. Ethics infrastructure, that are internal institution or external institution have function to control the accountabilities and transparencies of themselves. In other words, public integrity will reject all the attitude of corruption. The correlation between the integrity of public officials and law enforcement officers with corruption are always refused, contrasted or opposited. The purpose of all that are fairness, justice and quality public services also to establishment the rule of the law.
