Abstract

This thesis is entitled "LAW ENFORCEMENT TO THE MOTORISTS ON USING THE TELEPHONE IN DIY (Implementatif of Chapter 283 Jo. Chapter 106 article (1) Regulation No. 22 of 2009)" with the following research objectives: 1. Knowing How the implementation of Act 22 of 2009 on Highways and Transport road section 283 Jo. Article 106 relating to the prohibition of the use of phone while driving by the Police Special Region of Yogyakarta is? 2. What are the constraints faced by the Police Special Region of Yogyakarta in implementing Regulation No. 22 of 2009 on Highways and Transport road Chapter 283 Jo. Chapter 106 article (1) relating to the prohibition of the use of phone while driving? The research was conducted as a normative legal studies, which focus on positive law. This study requires secondary data as the main data and equipped with secondary data. Based on the study of law enforcement against motorists who use phone by the police in the province, basically Implementation of Chapter 106 article (1) Law no. 2 of 2009 can already be done, but the implementation is still not able to run perfectly. This is because of the limitations of the police in performing their duties, both in number and limited ability as a man, the only visible action against any infringement.
