Abstract

The thesis entitled: “GOVERNMENT POLICY OF REPUBLICA DEMOCRATICE DE TIMOR-LESTE UPON GIVING COMPENSATION TOWARD LANDS AND BUILDINGS ASSET OWNED BY FOREIGN CITIZENS AFTER REFERENDUM TO REALIZE LAW PROTECTION” with formulation of the problem i.e. How is the government policy of Republica Democratica de Timor-Leste upon giving the compensation toward lands and buildings asset owned by foreign citizens after the referendum, and has the government policy of Republica Democratice de Timor-Leste realized the law protection? The objectives of the study are to investigate how government policy of Republica Democratica de Timor-Leste upon giving the compensation toward lands and buildings asset owned by foreign citizens after the referendum and to analyze if the government policy of Republica Democratice de Timor- Leste has realized the law protection. The research is normative law study that focuses on positive law norm in the form of regulations, to find out the truth based on the logic of law science from its normative side. The result of the research is to analyze the laws correlated to government policy of Republica Democratica de Timor-Leste about right ownership upon lands compensation that still becomes Planned Acts or Proposta de Lei no. /2010 Regime Especial Para a Definicao da Titularidade dos Bens Imoveis that has not been a positive norm. Planned Acts about rights of land ownership still becomes veto by the president in order to be re-revised by National Parliament to strengthen and realize law certainty toward the rights of ownership and law protection to foreign citizens who feel damage. Government policy of Republica Democratica de Timor-Leste upon giving the compensation toward lands and buildings asset owned by foreign citizens after the referendum has not realized law protection to the law subjects i.e. Indonesian citizen who left their assets at that time.
