Abstract

Imprisonment is one of three kinds of punishment that arising from the criminal act of some peoples. Imprisonment is the last alternative from the criminal act with one of some purpose to making the bad thing into good thing again. The development in the prison for the prisoner must concern every exist factors, such as facilities, the experts, and the other factors with expectations that the imprisonment will give some good effects to the prisoners and not discriminated from persons that are not being punished. From the above background, it is in the writing of this essay presented two main issues, namely : how the effectiveness for the prisoners at Cebongan prison in Yogyakarta? and what is the detention in the implementation to actualize the development to the prisoners at Cebongan prison?. This research is normative research, made by reviewing/analyzing secondary data in the form of legal materials, especially primary legal materials and secondary legal materials to understand the law as a set of rules or norms in the system of positive law governing the human life. The conclusion of the research indicate that the detention in the implementation of giving the development for the prisoners which caused by inadequate of facilities and experts at many prison, such as Cebongan Prison.
