Abstract

The tittle of this legal writing is “THE ROLE OF DINAS PERUMAHAN TATA KOTA DAN KEBERSIHAN IN GARBAGE MANAGEMENT AS AN EFFORT TO CONTROL ENVIROMENTAL POLUTION IN KABUPATEN KOTAWARINGIN TIMUR”. Public awareness of garbage management still lack and soceity still have habit of littering. The result is the volume of garbage has increased. Legal issues rised are: 1) how the role of Dinas Perumahan Tata Kota dan Kebersihan in garbage management as efforts to control environmental pollution in kotawaringin timur, and 2) what obstacles faced by Dinas Perumahan Tata Kota dan Kebersihan in garbage management. The purpose of this research is to find out the role of Dinas Perumahan Tata Kota dan Kebersihan in garbage management and obstacles faced by Dinas Perumahan Tata Kota dan Kebersihan in garbage management. The research findings shows that, the role of Dinas Perumahan Tata Kota dan Kebersihan in garbage management has not been maximum, because the garbage management by the department only covers two (2) subsdistricts and the other fifteen (15) subsdistricts become the duty of their own government. The garbage management in those two subsdistricts by the department has run well enough. The obstacles faced by the departement are lack of resources and a fleet of garbage collector, lack of budget funds, lack of information, lack of knowledge and awareness from soceity, poor law enforcement. It is recommended that the budget funds for supporting programs, the capability of human resource, the infrastructures be increased. And in addition, the department socialize garbage management, and sanctions for offenders be enforced.
