Abstract

This thesis is entitled “The Implementation of Agricultural Land Transfer For a National Strategic Project that Causes Paddy Field Vulnerability in Sleman District”. The focus of this thesis departs from the changes in the regulations of Article 44 Paragraph 2 of Law no. 41 of 2009 became the provisions of Article 44 of Law no. 11 of 2020. Changes in land function which were originally intended only for the public interest, in the new Law, land conversion can also be carried out for National Strategic Projects. This certainly raises concerns about the vulnerability of paddy fields, especially in Sleman District which has a history of high land conversion. This concern is also reinforced by the existence of a government project in the construction of a toll road in Sleman District area. In the empirical research conducted through primary data collection in Margomulyo Village and Tirtoadi Village, supplemented by secondary data, it was found that the conclusion that the implementation of the conversion of agricultural land which is a Central Government project is not a major factor in the emergence of paddy field vulnerability. The National Strategic Project is actually the government's hope in suppressing the rate of conversion of agricultural land, especially paddy fields.
