Abstract
Innovation was one thing that should always be done to develop the organization for the better, is no exception to the non profit organizations such as governments. As an organization engaged in public service, Mataram city government in the province of West Nusa Tenggara (NTB) is also required to be innovative in serving and maintaining good relations with the community. According to (Scott, 1994), there are several factors that influence the innovative behavior, among others, leadership, group work, problem-solving style, and organizational climate This research was conducted at the operational employees of government organizations in Mataram City. Samples are 155 operational employees of Mataram City government organizations. To examine the effect of transformational leadership on innovative behavior with organizational climate as mediating variables used hierarchical regression analysis. The results of the research that has been done, it is known that 1) Transformational leadership has a positive and significant impact on innovative behavior directly, 2) organizational climate variables that proved to be fully mediate the effect of transformational leadership on innovative behavior. Implications for Mataram city Governtment is the leader has to have broad thinking, and prioritizing organizational performance besides Mataram city Governtment have to repair the birochracy system in Mataram city Goventment office
