Abstract
The policy of moratorium to recruit civil functionaries gave the effect of the lack of functionaries in Bantul regency. Hence, it made some troubles to the functionaries in performing their public services to the community professionally, honestly, fairly, and evenly distributed, and also in conducting jobs of the nation, government, and development.The increased number in the calculation of expenses for the civil functionaries that reached more than 50% was one of main factors of creating the policy of moratorium to perform the candidation of civil functionaries.Related to the policy of moratorium, the government of Bantul regency has tried to make some efforts to solve the problem of the lack of functionaries by conducting appointment for the honorary workers, rearrangement of civil functionaries, organization reshuffle, and evaluation organization.
