Abstract

Libya remained a major hub for refugees, asylum seekers, and migrants on their way to Europe. Migrants and asylum seekers who ended up in detention in Libya faced beatings, extortion, sexual, violence, and forced labor in unofficial and quasi state-run detention centers, at the hands of guards, militias, and smugglers. The Security Council condemns such actions as heinous abuses of human rights which may also amount to crimes against humanity. The Security Council calls upon all relevant authorities to investigate such activities without delay to bring the perpetrators to justice and hold those responsible to account. The methods in this thesis used normative research. This legal research attempts to search and analyzing about the results resolution 2380,resolution 2388, and Statement by the President of the Security Council 2017/24. The conclusion from this thesis is the Seceruty Council’s decision imposed sanctions on six leaders of the human trafficking network, IOM and UNHCR support the provision of humanity for refugees and migrants. Advice to members state, the International Organization and particularly to Government in Libya for always contributing, to prevent, investigate and prosecute acts of smuggling of migrants and human trafficking on Libya.
