Abstract

Justice and the law is always related to the interaction in human life, the traffic is one element that includes executive in charge of conducting police duties include guarding, arrangements, escorts and patrols, public education and traffic engineering, registration and identification of drivers of vehicles, the investigation traffic accidents and enforcing traffic laws in the field, in order to maintain security, order and smooth traffic. Services provided by the traffic police to the community done to improve the quality of life in a society which is the main factor supporting productivity, traffic problems can be said to inhibit and kill the lot of the productivity of society. In order to prevent that traffic violations do not occur more, then the government formulate a rule that serves to regulate the behavior of road users is to ratify the Law No. 14 of 1992 on May 12, 1992 on the Highway Transportation and enacted on this day by minister / secretary of State, in fact, the Act No. 14 of 1992 has not been able to minimize the traffic violations that often occur, it can still be seen with law enforcement officials are still found in the application of sanctions is not consistent on when in the field. therefore Act No. 22 of 2009 which regulates the traffic and road transport. With a view to developing the potential and role to realize the security, safety, order, and the smooth traffic and road transport in order to support economic development and the development of the territory of the Republic of Indonesia, particularly in the jurisdiction in Yogyakarta. Traffic regulations created to protect the interests of road users in roadtraffic. But in reality there are very many traffic violations committed by users of the road. Traffic violation problems in the community is very often the case even though the existing rules governing traffic in the traffic legislation. But still there are motorcycle riders who violate traffic on the road, the previous Act, ie Act No. 14 of 1992 on traffic and road transport.Traffic problems during the present year 1992 with 2009 of course far different.Author hopes Yogyakarta become a city of orderly traffic and people become comfortable in driving
