Abstract
This reseach entitled "Convict Development at Over Capacity Correctional Institution" Conducted in Cebongan Correctional Institution Yogyakarta)” The condition of over capacity from correctional institution in the development process of the inmates hinder the goal accomplishment of this institution become the main background for this research. The main problem discussed in this research is how the convict development is being done at Cebongan Correctional Institution Yogyakarta. The type of this research is normatif research which is based on constitution. At the end, the result of this research reveals that the conviction development is not running well because of the over capacity condition. The development itself covers personality and indepedence development.
