Abstract
Business development in the land and forest sector has the potential to result in transboundary haze pollution which can harm neighboring countries. The problem in this legal research is how the Indonesian government is responsible in implementing the forest and land and forest fire monitoring system as an effort to prevent transboundary haze pollution. This research is an empirical legal research, data collected through literature study, and interviews with respondents and resource persons. Based on the results of the research, the responsibility of the Government of Indonesia to prevent transboundary haze pollution due to land and forest fires has been performed optimally. The Government of Indonesia has fulfilled its obligations as mandated by the ASEAN Agreement. In addition, the Indonesian government has also carried out an obligation to enforce the law for forest fires. As for the writer's suggestion, the government must be more strict in giving sanctions to the perpetrators of forest fires, and need to build public awareness.
