Abstract
Rapid technological advances are pushing space powers to do space mining activities. The absence of detailed arrangements related to space mining led to conflicts between countries. The problem that arises is how to regulate space mining activities in order to provide legal protection for non�space powers. The purpose of this study is to determine the regulation of space mining activities in order to provide legal protection for non-space powers. This study uses normative legal research methods that focus on positive legal norms. Based on research that has been done, that international law has not provided regulation on space mining activities, so it is necessary to form a multilateral international agreement that specifically regulates mining activities in space, such as definition, technology standard setting, standard setting of actions to conduct prevention and environmental impact analysis, rights and obligations of the state, duration, sanctions and dispute resolution mechanisms. In connection with the results of the study, countries must immediately form multilateral agreements and specialized agencies / institutions under the United Nations flag which oversees and evaluates space mining activities.
