Abstract

The title of this legal research is the implementation of complete systematic registration of land rights in Malinau District, North Kalimantan. In implementing land registration, there are 2 (two) land registration activities, one of which is land registration for the first time. Land registration activities for the first time can be carried out through systematic and sporadic land registration. The difference is that land registration is systematically carried out in bulk, objects are registered entirely and are based on a work plan, whereas sporadic land registration is carried out individually or in bulk, the registered object can be one or several objects and is based on the request of an interested party. Based on the background of the problem, the problem formulation of this paper is how to carry out a complete systematic registration of Property Rights in 2018 in Malinau Kota District, Malinau Regency, North Kalimantan. Complete Systematic Land Registration or abbreviated as PTSL which is carried out in Malinau Kota Village, Malinau Kota District, Malinau Regency based on the Decree of the Head of the Malinau Regency Land Office Number: 35.2 / KEP-64.06 / V / 2018 concerning the Determination of Locations for the Acceleration of Implementation of Complete Systematic Land Registration, at the Malinau Regency Land Office for the 2018 Fiscal Year, it has been running according to the Regulation of the Minister of Agrarian and Spatial Planning / Head of the National Land Agency of the Republic of Indonesia Number 6 of 2018 concerning Complete Systematic Land Registration. 12 (twelve) out of 17 (seventeen) respondents did not attend counseling and only heard from other residents, RT or represented by other people, so that the information obtained was not as comprehensive as what was conveyed in the counseling in the Land Office Building. Therefore, there has been a misunderstanding among some communities about the Malinau Regency Land Office. The suggestion from this research is that there needs to be comprehensive counseling for land owners so that the information obtained is also complete and clear. And the second is that the discussion delivered at the counseling can be disseminated through announcements at the Village Office which is the location of the PTSL or given to each RT, so that if there is a land owner who is unable to attend, they can come to the Village Office which is the location of PTSL or leave. to the RT to get complete and clear information.
