Abstract

Yogyakarta is widely known for its wide range of tourist facilities. The tagline “Jogja Istimewa” represents how unique the city is compared to other cities. Sleman Regency is the most crowded regency in Yogyakarta. The use of outdoor advertising, such as billboards, is common for media for tourism promotion in Sleman Regency. Billboards mostly placed alongside busy roads to present large advertisements to passing pedestrians and drivers. The decentralization system in Indonesia regulates the Sleman Local Government to govern certain aspects. Regulation on advertisement as a form of public service in Sleman Regency and a form of juridical instrument in law enforcement is regulated in Sleman Regency Regulation Number 14 of 2003 Concerning Advertisement Permit and Sleman Regent Regulation Number 13.1 of 2018 Concerning Advertisement Management. Using the normative juridic method, this thesis aims to answer whether those regulations are in accord with fundamental principles of good governance, especially the openness principle and acting in the public interest principle.
