Abstract

In compiling the regional legislation program for the Special Region of Yogyakarta, the Regional People's Legislative Assembly is assisted by the apparatus of the council, namely the Regional Regulation Formation Agency and Special Regional Regulations, so that the regional regulations produced are based on the needs of the community. How do the Regional Regulation Formation Agency and Special Regional Regulations carry out their duties in establishing regional regulations, and what are the obstacles encountered in the process of drafting the regional legislation program so that it becomes a legal product of regional regulations during 2019–2022. In writing this research, the writer uses normative legal research methods. This research focuses on positive legal norms in the form of statutory regulations regarding the implementation of the Regional Regulation Formation Agency and Special Regional Regulations' duties as a complementary tool for the Regional People's Legislative Assembly in the formation of draft regional regulations. The time and budget allocated to carry out the legislative function are still very limited, and there are articles of entrustment from irresponsible parties. More intensely with the government so that tough political debates between the executive and legislative parties in forming regional regulations or regional regulations can be minimized and the allocation of time and budget to carry out legislative functions must be arranged in such a way in a way with a clear timeline and more detailed implementation targets so that it will further optimize the performance of the Regional Regulation Formation Agency and/or Special Region Regulations of the Special Region of Yogyakarta.
