Abstract

Conflict between Russia and Ukraine has been a long standing since 19th century, but the recent conflict in 2022 is considered the biggest one since the anexation of Crimea in 2014, the casualties of conflict other than civilian and damaged properties from Ukranian side, Russian also suffer from sactions and mandatory services therefore some Russian citizen Fled to another countries using Tourist Visa, one of the countries as the favorite destination is Indonesia specially Province Bali because Bali is known as favorite destination and friendly towards foreign tourist in Indovesia. From October 2022 to early year of 2023, the Tourist from Russia increase each month and as consequences, the Russian Tourist begin to disregard Local Regulation of Province Bali. As the result of Russian Tourist, Governor Of Bali plans to banned Russian Tourist by blocking Visa On Arrival toward Russian Tourist
