Abstract

This thesis is entitled "Implementation of Land Ownership Rights Registration through a Complete Systematic Land Registration Program in Jayapura City." Land registration is a very important thing in the UUPA, this is because registration is a process of producing evidence of ownership of rights to land plots. So that the government carries out land registration in all regions of Indonesia evenly. One of the land registration programs carried out is the Complete Systematic Land Registration which is carried out simultaneously so that the process is easier, one of the PTSL programs is the mass certification program which accelerates the establishment of data ownership and legal certainty over land plots. This research was conducted to determine the Implementation of Complete Systematic Land Registration in Jayapura City, with the problem formulation whether the implementation of Land Ownership Rights Registration through the PTSL program in Jayapura City in 2022 is in accordance with regulation no. 6 of 2018 and what obstacles will the Jayapura City Land Office experience in 2022? Is the solution. The conclusion of this research is that PTSL has been carried out since 2019 and has been running well every year until now and in its implementation it is in accordance with the Regulation of the Minister of Agrarian Affairs and Spatial Planning/Head of the National Land Agency Number 6 of 2018 concerning Complete Systematic Registration and Obstacles and solutions in The implementation of PTSL can be handled very well by the Jayapura City Land Office.
