Abstract

This research aims to determine the process of implementing land acquisition for the construction of the Semarang - Jogja Toll Road and to determine the obstacles and efforts to overcome obstacles in implementing land acquisition for the construction of the Semarang - Jogja Toll Road section. The research used is qualitative descriptive research. The research subjects included agencies implementing land acquisition policies in Magelang Regency as well as communities holding land rights in Ngluwar sub-district. Data collection was carried out by means of semi-structured interviews, observation and documentation. Source triangulation techniques are used to check the validity of research data. Data analysis in this research uses an interactive analysis model. The research results show that the implementation of land acquisition policies is running smoothly, land rights holders are willing to follow existing procedures. Supporting factors for the implementation of land acquisition policies according to Edward III are human resources and budget resources as well as adequate authority, a positive attitude of support for policy implementers and efficiency.
