Abstract
Batam City is undergoing rapid economic and infrastructure development, particularly in large-scale housing projects. This growth, however, presents significant environmental challenges, necessitating the implementation of Environmental Impact Assessments (AMDAL) as stipulated by Law No. 32 of 2009 on Environmental Protection and Management. This research examines the implementation of the Environmental Management Plan (RKL) and the Environmental Monitoring Plan (RPL) in the construction of the Gesya Talenta Tembesi Housing Project in Batam City. The study employs an empirical legal research method, combining primary data collection through interviews and field observations with secondary data from legal regulations, literature, and relevant case studies. The findings indicate that while AMDAL serves as a guideline for sustainable development, its implementation faces obstacles such as weak supervision, limited developer awareness, and low community participation. To enhance compliance and effectiveness, stricter monitoring, increased public involvement, and improved collaboration between stakeholders are necessary.
