Abstract

Rapid urban growth has an impact on environmental quality. To overcome this, the government is promoting the Green City concept by providing Green Open Space in dense urban areas. Green Open Space limits private and public green open spaces. This study focuses on the provision of public green open spaces based on Yogyakarta Mayor Regulation No. 17 of 2021 in order to provide 20% public green open spaces in Yogyakarta. However, until 2024, the total green open spaces in Yogyakarta only reached 23.06%, with 15% private and 8.06% public. The lack of public green open spaces is mainly due to the conversion of land from open spaces to built-up spaces and prioritizing development over green open spaces. This study uses an empirical legal method, by analyzing social facts through direct studies. The research findings show that the Yogyakarta City Environmental Service is responsible for providing community green open spaces, but its implementation is still not optimal due to various challenges.
