Abstract

This research examines the role of the Yogyakarta City Government in land procurement for Green Open Spaces (Ruang Terbuka Hijau or RTH) within the city. The findings indicate that the government, represented by the Regional Development Planning Agency (Badan Perencanaan Pembangunan Daerah Kota Yogyakarta) and the Land and Spatial Planning Office, plays a vital role in identifying land, planning procurement, and ensuring the management of RTH in accordance with spatial planning regulations. Despite these efforts, several challenges hinder the process, including land scarcity, administrative conflicts, and land-use changes. Other obstacles include incomplete land ownership documentation, legal complexities, and the prioritization of economic development over green space conservation. This study recommends strengthening regulations and monitoring mechanisms related to land procurement for RTH. Moreover, increasing community involvement, adopting innovative land-use solutions, fostering public-private partnerships, and enhancing organizational capacity within government agencies are critical steps toward effective implementation. With these strategic measures, Yogyakarta City can achieve more effective land procurement processes for RTH, maximizing benefits for the community and fostering environmental sustainability.
