Abstract

Preambule of the 1945 Constitution mandates that, one of the objectives of the Republic of Indonesia is the Indonesian Nation and protect all entire country of Indonesia and to promote the general welfare of the intellectual life of the nation. Thus, to achieve these goals through the implementation of the tasks of government and economic development, social, political, cultural and security defense needed public transportation as a means of support. One of the means of transport is road transport. Without adequate transportation facilities, impossibly well-being can be achieved . However, the current problems of transportation, particularly road transport are faced with the problem of congestion , insecurity use means of transport in this one. Hence the need for monitoring and controlling the operation of motor vehicles for the transport of the public by the government at all levels, including Bantul Regency.
