Abstract
Basically, almost all countries in the world are experiencing the problem of trafficking, though with varying levels. There are countries of destination of trafficking, transit or source country of trafficking, such as the one in Indonesia. The main issue for the elimination of trafficking in women is still weak law enforcement. One of the causes is the lack of consolidation of post- Law No. 2 of 2002 on the Indonesian police have not completely down to the grassroots. As a result, many police officers who do not understand properly the problem of human trafficking. The purpose of this study was to determine the law of the Police action in exposing syndicate trafficking in women and to identify the barriers faced by the police in uncovering trafficking syndicate. Data analysis methods used to process and analyze the data that has been obtained during the study is an analysis of the qualitative analysis is done by arranging the data that has been collected systematically, in order to get an idea of what is studied. While the methodology which is used in the conclusion is that the deductive method of inference from general knowledge, then used to assess an event that is special. Police action in exposing trafficking syndicate done with preventive actions and repressive among others, socialization legislation relating to trafficking, organized seminars on trafficking, as well as vocational training for police officers, have appealed to users of labor and workers, coordination with relevant agencies, and the return of migrant workers to investigate the problem. While efforts are repressive conduct raids in places that allegedly prone to trafficking / trafficking and inspection, arrest, detention and filing. Barriers faced by the police in uncovering trafficking syndicate, among others, performed inter-island / area, where the police do not have enough informants between islands / areas, organized crime, lack of public awareness, law enforcement agencies have limited capabilities in identifying cases trafficking in persons, and the victim is conscious that he was traded but do omission.
