Abstract

Begins with a Massive demonstration to reject the rule of Bashar al Assad's nearly five decades in power, the government deployed troops of syria to quell the protesters is to instruct place to shoot the demonstrators, but there was a mutiny by soldiers suriah itself because those who refuse to Bashar al-Assad following orders were attacked by government troops Bashar al assad, since then a wave of Mass revolt against Bashar al Assad government action that resulted in ongoing conflicts that ultimately many Syrian citizens forced to flee to countries around Syria and one which is Lebanon, many refugees who were the sons and daughters,which many parents face problems in refugee camps in Lebanon, when they could not register the birth of their children because most of the refugees refused to go to the Syrian embassy in Lebanon for security reasons so many hundreds of Syrian babies born in refugee camps in Lebanon are not officially registered, this study, using normative research that focuses on the norms covering 1951 convention of refugees and UNHCR statute, UNHCR as an institution that specifically address the problem of refugees have a duty to guarantee the rights of refugees, it is necessary for cooperation between the parties in this case UNHCR and the government of Lebanon, so that IDPs feel that their rights was guaranted
