Abstract

The conflict in Nagorno-Karabakh between Azerbaijan and Armenia has caused serious problems. One of these issues is the emergence of Internally Displaced Persons. Internal Displaced Persons is a person or group of people who have a fear of persecution based on religion, ethnicity, race, class, members of the social group or polit cal views, and they do not cross the borders of their country. Internally Displaced Persons are not given the protection of internationally because they do not cross the borders of their country, and they will get protection from the national authorities of their country. UNHCR as an international organization which is mandated to provide protection to refugees, will be involved in the act of providing protection and assistance to Internally Displaced Persons in the country. The UNHCR action is the implementation of humanitarian assistance. In this thesis will discuss the differences between humanitarian intervention with humanitarian assistance, and also will discuss the requirements to be met by UNHCR in the implementation of humanitarian assistance in providing protection and assistance to Internally Displaced Persons. These requirements become essential to be met by UNHCR, so that the action of UNHCR is valid and does not violate the sovereignty of the country where Internally Displaced Persons are located. The research methods used in this thesis is normative research. The normative research reviewing secondary data consisting of primary legal materials and secondary law. The data will be analyzed qualitatively, and will be concluded by the method of deductive thinking.
