Abstract

This research is entitled “The Implementation of COVID-19 handling and prevention for Refugees in Indonesia”. This research aims to determine the role of The Government of Republic of Indonesia, United Nations High Commissioner for Refugees, and other institutions which provides an aid, handling, prevention, and protection for Refugees from COVID-19 in Indonesia. This research was conducted using a normative method. The data used in this study is primary data which is supported by secondary data. Data obtained from interview with SUAKA Indonesian Civil Society Association for Refugee Rights Protection. This research concludes that The Indonesian government has implemented the articles on health in Presidential Decree no. 125 of 2016 as the implementation of the handling and prevention of COVID-19 for refugees in Indonesia. However, refugees still have difficulty accessing health facilities such as hospitals and vaccinations due to administrative requirements to access them. Therefore, indirectly, the Government of Indonesia together with institutions that handle refugees have implemented the principle of non-discrimination as contained in Article 3 of the 1951 Geneva Convention, although it has not been fully implemented because of difficulties in accessing health facilities for refugees.
