Abstract

The study in this research on the implementation of the organizational restructuring of the regions in Karo district secretariat based on Government Regulation No. 41 Year 2007 regarding Regional. The issues raised in this research are: (1) The restructuring of the regional organization in Karo District Secretariat under Government Regulation No. 41 Year 2007 regarding Regional (2) What factors are the bottlenecks in the implementation of the restructuring of the regional organization the Secretariat Karo District (3) the efforts made to overcome the obstacles faced in the implementation of the organizational restructuring of the regions in Karo District Secretariat. The research, carried out a kind of normative legal research, using normative juridical approach. Materials research is the primary legal materials include legal materials in the form of documents and archives of the official organization of the local government area Karo and applicable laws and regulations; material secondary law covering the literature such as: books, seminar materials, papers and materials tertiary legal form of legal dictionaries. The way research is done in two ways, namely library research and field research. Fieldwork was conducted through interviews with sources. In the organizational restructuring of the regions, in the future the Government expected Karo promote efficiency, the organizational structure is poor but rich in functionality. Then evaluate the organization of the regions with respect to the principles of the organization in accordance with a clear vision and mission. Apabilla organization encountered in the evaluation of the regions that are not effective in the tupoksinya, then it should be done simplification / streamlining the organization of the area with the elimination or merger of another organization closely allied or considered less efficient.
